Thank you for your inquiry on CMS334/PC-02 Cesarean birth and the evaluation timing of the Abnormal Presentation. Great catch! We will update the logic to meet the expected result of meeting the denominator exclusion when the Abnormal Presentation is assessed during the observation period before the inpatient encounter in a future release. Although, in the sample scenario, the workflow would include the evaluation for the presence of the encounter diagnosis which would also meet the denominator exclusion.

This is a follow up to the response provided in https://oncprojectracking.healthit.gov/support/browse/CQM-6785.

Although the measure intent of evaluating 'Abnormal presentation' during the HospitalizationwithEDOBTriageObservation timeframe is valid, we don't think that is expressed within the CQL logic. The 'Abnormal Presentation' definition uses 'Singleton Delivery Encounters at 37 Plus Weeks Gravida 1 Parity 0, No Previous Births' definition as 'Qualifying Encounter'. This definition goes down to the evaluation of 'Encounter with Age Range' which it is based on the Encounter Inpatient (not the  HospitalizationWithEDOBTriageObservation function). **

We tested the attached sample file (with documentation of 'Abnormal Presentation during the Observation timeframe) in Cypress and the outcome for the encounter was 'Numerator", instead of Exclusion. Please clarify the discrepancy. Thanks
