      Thank you for your question about CMS1028/PC-07 Severe Obstetric Complications. Blood transfusions in the OR are included as a severe complication and would be counted in the numerator. Blood transfusions, often in response to excessive bleeding around delivery, account for the greatest proportion of patients identified as having an obstetric complication. However, when this is the only identified numerator event, it may represent a less severe outcome experience. This is also why we report the data two ways.
