unclear upper BMI limit in CMS 69 specification

      Thank you for the question regarding CMS69v12: Preventive Care and Screening: Body Mass Index (BMI) Screening and Follow-Up Plan. As noted in the measure specifications, individuals with a BMI greater than or equal to 18.5 and less than 25 kg/m2 are classified as having a normal BMI. Individuals with a BMI greater than or equal to 25 kg/m2 are classified as overweight. A BMI of 24.9 would be considered normal, as it is less than 25 kg/m2.

      Hi, I'm developing an eCQM measure and noticed the specification for CMS69v12 (Preventive Care and Screening: Body Mass Index (BMI) Screening and Follow-Up Plan 12.0.000 (healthit.gov)) defines normal BMI differently in different parts of the specification. In the "Has Normal BMI" clause, it's defined as:

       where BMI.result included in Interval[18.5 'kg/m2', 24.9'kg/m2']

       

      But in other places (like the below text from the rationalesection), it's defined as: normal weight individuals (BMI 18.5-25 kg/m2)

       

      Which is the upper limit for normal BMI? 24.9 or 25?
