      Thank you for your inquiry for CMS136v13: Follow-Up Care for Children Prescribed ADHD Medication (ADD)for additional guidance regarding the provider's 'prescribing authority. Based on measure intent, follow-up should be performed by a provider with prescribing authority as the measure is considered a patient safety measure and a provider with prescribing authority would have the ability to adjust the prescribed medication as needed. It is correct that the current measure CQL does not provide logic to identify the provider's 'prescribing authority. It is the provider's responsibility and discretion to confirm whether they fall into this category. We appreciate your questions and are considering re-evaluating the feasibility of adding more provider level specificity to a future version of the measure.

      CMS136 Numerator description states, 'Patients who had at least one visit with a practitioner with prescribing authority.' The intent of the measure is clear: 'assess if the patient received the appropriate follow-up after being placed on an ADHD medication.' However, the CQL definition does not include logic to identify 'prescribing' privileges
      Can you please provide additional guidance regarding the provider's 'prescribing authority'? Is the expectation that EHR vendors will identify the provider's prescribing authority when evaluating the "Qualifying Numerator Encounter" definition? If so, how is this expected to be done without CQL logic?
