The data element for this measure states Risk Adjustment variables for Labs and Vital Signs must be reported, "...the first resulted value 24h prior to start of encounter and before the time of delivery..." Does this include any physician's office documentation of VS or labs resulted in the electronic record prior to the encounter? Any triage visits prior to the start of the encounter even if they were the day prior (as long as it's within the 24h)?
