'Active' is a logic term that refers to a diagnosis that has not been 'resolved.' To answer your question, one would need to know the time the hypertension diagnosis (active, not resolved) was entered and the time the qualifying encounter began. As an example, if the hypertension diagnosis is entered on 11/30/23 at 11:00 AM but the qualifying encounter began 11/30/23 at 10:59 AM and ended at 11:28 AM, then the case would not meet the requirements for the denominator exclusion. If the diagnosis is entered any time before the start of the qualifying encounter and is active in your system, then the case would meet the measure's denominator exclusion criteria. Using your example, a diagnosis with 'occur date' 11/25/23 would meet denominator exclusion criteria. Please let us know if you need additional clarification. Thank you.

    • We are needing clarification on what "Active Hypertension" means in order to program our MIPS Dashboard to properly increment this measure.

      Regarding the Denominator Exclusions for eCQM measure #22 Blood Pressure Screening and Follow-Up “Patient has an active diagnosis of Hypertension”, I am looking for an explanation to the descriptor “active”.

      "Qualifying Encounter during Measurement Period" QualifyingEncounter
        with ["Diagnosis": "Diagnosis of Hypertension"] Hypertension
          such that Hypertension.prevalencePeriod overlaps before QualifyingEncounter.relevantPeriod

       Which case below: 1,2 or both would increment the denominator exclusion?

       Case -1  
      Qualifying Encounter (Exam DOS) date is 11/30/2023 and Hypertension (Diagnosis) occur date is 11/30/2023 then Denominator Exclusion count must be increment.

       Case -2
      Qualifying Encounter (Exam DOS) date is 11/30/2023 and Hypertension (Diagnosis) occur date is 11/25/2023 then Denominator Exclusion count must be increment.
