      Thank you for your clarifying question related to CMS1028v1 (PC-07). The language “Day of” was added last year to allow for blood transfusion procedures that have only a date and no time. In the 2022 version of the measure, if there was no start time associated with the blood transfusion, the start time would default to 00:00. Therefore, if a patient had a blood transfusion on the encounter start date, the procedure would not qualify as the 00:00 time would be prior to the start time of the encounter.

      The flow diagram refers to the delivery encounter or the encounter (hospitalization) in which the delivery occurs. Therefore, in your scenario where the delivery occurs on 11/30, the blood transfusion would NOT need to have occurred on the day of delivery, but rather, any one of the days during the encounter (hospitalization) to meet the numerator.

      I am writing to clarify eCQM PC-07 Severe Obstetric Complications.  In the flow diagram delivery encounter at greater than or equal to 20 weeks gestation with {"Procedure, Performed": "Blood Transfusion"] starts during day of delivery encounter.  I would like some clarification on what day of delivery means.  If I deliver on 11/30 would the transfusion need to occur on 11/30? Or would it be within 24 hours from the time I deliver on 11/30?  Or are you trying to capture any transfusion during the hospital stay?
