The numerator criteria for the STEMI measure stating "where the patient is transferred within 45 minutes of ED arrival" intends to capture cases where, within 45 minutes of arrival at the ED of a non-PCI-capable facility, a patient is transferred to a PCI-capable facility. 

Our facility is a Non PCI capable facility and our patients are transferred to a local PCI capable facility.  The receiving transfer locations provider often times does not r want the patient to receive the lytics due to procedure complications they cause.   Our providers always consult with the transferring care providers.   Is there any thought to having an exclusion/ for the medication administration for this type of scenario?
