      We are seeking clarification of denominator exclusion criteria for OP-40 (Appropriate Treatment for ST-Segment Elevation Myocardial Infarction (STEMI) Patient in the Emergency Department (ED)). We have patient who was admitted to the ED on 3/2/23 and discharged on 3/5/23. Patient had a medication order for Apixaban 5mg (value set 2.16.840.1.113883.3.3157.4045) entered on 2/24/23 with 2/24/23 as the start date and no end date. The specs state "patients with the following conditions are excluded from the measure denominator: At the start of the ED encounter: *Active oral anticoagulant therapy". In this scenario, should this patient be excluded?
