Cypress Cert Validation - Count Mismatch error CMS136v12

      Thank you for your question regarding CMS136v12, Follow-Up Care for Children Prescribed ADHD Medication (ADD). The "Encounter During Initiation Phase" logic checks for an encounter starting 30 days or less after the day of initial ADHD prescription. In this scenario, where the encounter and prescription share the same start date, it does not meet the numerator criteria. Specifically, the encounter has a low value of 20230115170000 and a high value of 20230115180000, while the medication has a low value of 20230115180000 and a high value of 20230115180000. This count mismatch is causing the Cypress validation error encountered during cert testing.

      During our Cypress Cert Testing for CMS136v12 which is to verify that C1, C2 and C3 are Qualifying or Not, Cypress validation is throwing error due to count mismatch.

       

      Expectation as per CMS spec Follow-Up Care for Children Prescribed ADHD Medication (ADD) 12.0.000 (healthit.gov)

      The patient should qualify for the numerator condition, and it is qualifying in our application, whereas Cypress is not expecting it to qualify.

       

      Attached example (Encounter.xml and MedicationOrder.xml) show:

      the Encounter low value as 20230115170000 and high value as 20230115180000

      the Medication effectivetime low value as 20230115180000 and high value as 20230115180000
