      currently, the eligibility criteria for the opioid ecqm measure does not specify any exclusions for discharge dispositions. What is happening at our facility is when a patient is discharged from an inpatient status to a swingbed status and have more than one opioid or benzodiazepine ordered, this patient is then being counted as a numerator, which for this measure counts against our facility. For example, we had a surgical patient that had injectable morphine as well as an oral pain medication that was continued from their inpatient stay to their swingbed stay. This counts as a numerator because there is nowhere in the eligibility that would exclude a discharge code of 61 from counting in the numberator which is a gap that needs to be addressed. the measure is counting these patients as it looks like they are being "discharged" on 2 or more qualifying meds however, they aren't actually being "discharged" home they are going into our swingbed status which is still in the hospital being observed by professional staff.
