      The response is provided in the context of CMS153v12 (2023 performance period). A proxy method is used to identify those who are sexually active for the denominator for the measure. Although the methodology for the measure may result in the inclusion of some patients who are not sexually active, it is the best standardized method for identifying the denominator. The number of women identified on birth control for other reasons is expected to be small. Therefore, patients that are found to be on prescriptions for contraceptives for some reason other than being sexually active are not excluded from the denominator. Currently, the only exclusions are those who have had a pregnancy test during the measurement year AND then received either a prescription for isotretinoin or an x-ray within seven days of the test.

      Many young women are put on a contraceptive for heavy menstruation but are not sexually active. For patients being on a contraceptive puts the patient in the denominator inappropriately. There does not seem to be an exclusion for a patient on a contraceptive who is not sexually active. How do we exclude patients like this?
