Thank you for your inquiry regarding the Eligible Clinician pre-rulemaking eCQMs. Specific to the three pre-rulemaking eCQMs, CMS1056v1, CMS314v1, and CMS1188v1, as you indicate, all three eCQMs are listed as pre-rulemaking measures on the eCQI Resource Center (
https://ecqi.healthit.gov/ep-ec?qt-tabs_ep=1). Specific to the 2024 PFS, they are included as follows:
CMS1056v1 (Excessive Radiation Dose or Inadequate Image Quality for Diagnostic Computer Tomography (CT) in Adults (Clinician Level):
-Listed under Table A.1 within Table Group A: New Quality Measures Proposed for the CY 2024 Performance Period/2026 MIPS Payment Year and Future Years
-CMS1056v1 is a completely new measure to the MIPS program and does not exist in any collection type. As such, this is the first year it is included in the MIPS program.
CMS314 (HIV Viral Suppression):
-Listed under Table D.35 within Table Group D: Previously Finalized Quality Measures with Substantive Changes Proposed for the CY 2024 Performance Period/2026 MIPS Payment Year and Future Years
-CMS314 currently exists in the MIPS program as a MIPS CQM (Quality ID 338). In Table D.35, CMS proposes modifying the collection type to add the eCQM specification. The eCQM is listed as pre-rulemaking because CMS is proposing the expansion of this measure to the eCQM collection type and this decision is not yet final.
CMS1188 (Sexually Transmitted Infection (STI) Testing for People with HIV):
-Listed under Table D.21 within Table Group D: Previously Finalized Quality Measures with Substantive Changes Proposed for the CY 2024 Performance Period/2026 MIPS Payment Year and Future Years
-CMS118 currently exists in the MIPS program as a MIPS CQM (Quality ID 205). In Table D.21, CMS proposes modifying the collection type to add the eCQM specification. The eCQM is listed as pre-rulemaking because CMS is proposing the expansion of this measure to the eCQM collection type and this decision is not yet final.
