Clarification of Opioid Administration Outside of Operating Room for CMS 819 Hospital Harm - Opioid-Related Adverse Events -

      Thank you for your inquiry specific to CMS819v1 and CMS819v2 Hospital Harm – Opioid-Related Adverse Events. To clarify, CMS819v1 evaluates all administrations of opioids in the inpatient population (IP) during the encounter. In CMS819v2, the IP requires at least one opioid medication administration outside the operating room during the encounter. CMS819v2 utilizes hospital service location codes to identify the OR location using HSLOC Code (1096-7-Operating Room/Suite). Measure intent does not consider pre-op, post- op and procedural areas such as endoscopy, or cardiac catheterization labs an operating room and therefore opioid administrations in these areas would be considered part of the Initial Population (IP).

      We would like to clarify a couple questions we have about the "Opioid Administration Outside of Operating Room"

       

      1.  Should we evaluate the "In OR Room" and "Out of OR Room" to exclude Opioid administration for the IPP logic or is the time in the Pre-Op area and/or PACU to be evaluated for Opioid administration as well.   

      2.  Do we also evaluate Opioid Administration done in areas that perform interventional radiology, heart cath procedures, endoscopy, etc?  These procedures may or may not be  performed in the "Operating Room" depending on how the hospitals have these procedures set up and how they document the procedures.
