2014 CQM attestation expectations of population criteria and supplemental data elements

      The CMS attestation screens will include numerator, denominator, exclusion, exception, performance rate. For the CQMs that have them, multiple numerators and multiple denominators would be required.

      The additional supplemental data elements and other stratifications (e.g., payer) would not be entered in the attestation module, but it would still be required in a QRDA-III file.

      Most EPs and EHs will submit their CQMs electronically starting in 2014, but those in their first year will continue to submit by attestation.

      EHR developers would like to provide reports to support these new meaningful users in attestation, as well as conforming with the certification requirements to support electronic submission.

      We're familiar with the attestation of numerators, denominators and exclusions for the 2011 measures specifications. However, 2014 measures include more data points (stratification, populations, exemptions, etc).

      Will attestation for new meaningful users continue to be of just numerators, denominators, and exclusions? Will attestation be updates in 2014 to request different information? What population criteria and supplemental data elements will EPs/EHs be required to submit for 2014 CQM attestation if they are in year 1 of stage 1?

      It would be helpful to EHR developers if they could know what information would be requested by CMS and the order in which the information will be requested so they can optimize the reporting tools they provider their users for presenting and submitting the needed data.
