Yes, the intent of the measure is that all patients who have never had a diagnosis of bipolar disorder be screened for depression.       The intent for the Depression Screen and Follow-Up Plan eCQM “…is to screen for new cases of depression in patients who have never had a diagnosis of bipolar disorder.” However an active or previous diagnosis of depression is no longer a denominator exclusion. These two statements seem to contradict each other.

      Is the intent of the measure that all patients who have never had a diagnosis of bipolar disorder be screened, regardless of an active or current diagnosis of depression?
