If needed, clinically equivalent observations may be mapped to the measure's value sets to satisfy the screening requirements of CMS138v11. If mapping is done, you should maintain documentation in case of a CMS audit.

      When reading the definitions and guidance for tobacco user, e-cigarettes were newly included for 2023 however, the value set 2.16.840.1.113883.3.526.3.1170 (Tobacco User) does not include e-cigarettes. The measure logic also does not capture e-cigarettes as tobacco use. How should we be including the use of e-cigarettes as tobacco use?
