Should Deceased Patients be included in most 2023 measure populations?

      Thank you for your question. Per the inquiry about deceased patients, you are supposed to include deceased patients unless the measure explicitly excludes them such as CMS159, Depression Remission at Twelve Months. CMS22, Preventive Care and Screening: Screening for High Blood Pressure and Follow-Up Documented does not exclude decease patients. For CMS22, a patient who had a qualifying encounter and then died on some day thereafter would still qualify for the measure based on the encounter that occurred before the patient’s death.

       

      The hospice exclusions do not assess if the patient has deceased. This is because a patient may still be in hospice care through the end of the measurement period.

The way I read this, we are supposed to include deceased patients unless the measure explicitly excludes them. Many measure exclude hospice patients, but I am interpreting that as not excluding deceased patients unless they were also a hospice patient.

      Note: example for Depression Remission CMS159v11 specifically excludes patients who died during mp, but the CMS22 does NOT exclude deceased patients.
