The initial population criteria states "All patients aged 18 and older on the date of the encounter with at least one eligible encounter during the measurement period". Does this mean the denominator qualifying encounter must be an eligible encounter OR does it mean that the patient must have had an eligible encounter sometime in the measurement year, in addition to the denominator qualifying encounter which is not restricted?
