    • ED encounters that start in one year and end in another will not be included in any measurement period.

      Seems like the proposed change here did not make it into the latest version of the CMS996v3 for CY2023 reporting?

      We are trying to understand if it is the expected behavior to not include patients in the population of any year when their ED encounter starts in one year and ends in the other.

      As explained in the linked ticket, it seems that using the logic "EDEncounter.relevantPeriod starts during "Measurement Period"" could address this issue.

      To align with other inpatient eCQMs, the logic can also be updated to - "EDEncounter.relevantPeriod ends during "Measurement Period""
