Thank you for your inquiry about CMS165v11 Controlling High Blood Pressure. In this measure, blood pressure readings performed by the clinical staff, such as a medical assistant, nurse, or nurse practitioner, are qualifying documentation for evaluating numerator compliance. CMS defines clinicians as “those who provide: principal care for a patient where there is no planned endpoint of the relationship; expertise needed for the ongoing management of a chronic disease or condition; care during a defined period and circumstance, such as hospitalization; or care as ordered by another clinician. Clinicians may be physicians, nurses, pharmacists, or other allied health professionals.” We hope this helps.

    • Efficiency, the purpose of having support staff is to take the pressure off the clinician allowing them to treat the patient focusing on care plans.

Is the requirement met if a medical assistant captures the data by taking the BP reading with the clinician present or does the clinician have to physically place the cuff on the patient and perform the task of taking the BP reading?
