Thank you for your question about CMS334v4 Cesarean Birth. As this eCQM was in pre-rulemaking status at the time all other CMS measures were published, publication of value sets was handled differently. For reporting year 2023, the 20210611 expansion version of the value sets should be used for PC-02. Your observation that SNOMED code 48888007 (Placenta previa found before labor AND delivery by cesarean section without hemorrhage) is not listed in the "Latest" expansion version of the Placenta Previa value set is correct. That SNOMED code has been retired. SNOMED code 48888007 is in the Placenta Previa value set expansion version from 20210611 and therefore is present for reporting year 2023. For reporting year 2024, the code will be removed from the value set as the code has since been retired. Let us know if you have additional questions.

    • Inaccurate calculations depending on whether or not this code should be included or not.

For the CMS334v4 - Cesarean Birth eCQM (PC-02), CMS referenced an Excel sheet on the eCQI website to access the value sets and codes. These value sets for PC-02 were not included in the original VSAC downloads for CY2023 eCQM Annual updates posted in May 2022.

Within this Excel there is reference to the following value set

Clicking the link next to the value set, takes you to the VSAC website which shows the list of codes.

Issue is that the code ‘48888007’ (Placenta previa found before labor AND delivery by cesarean section without hemorrhage (disorder)) is not included on latest Expansion Version.

However, if you select other versions, this code is included -

We checked Bonnie and Bonnie Prior and both of them include this code for the Placenta Previa value set (2.16.840.1.113762.1.4.1110.37).

Question - Should this code be included in the Placenta Preview value set (2.16.840.1.113762.1.4.1110.37) for Cy2023 reporting or not?
