Are observation patients included in population and/or denominator

      ​​Thank you for your question on CMS104 (STK-2), CMS71 (STK3), CMS72 (STK-5), and CMS105 (STK-6). An inpatient encounter must end during the measurement period (e.g., for measure year 2023 the measurement period is from 01-01-2023 thru 12-31-2023) in order to be included in any of the stroke measures. You need to look at each stroke measure's intent and logic to find where the time frame is restricted to just the inpatient encounter or instead to the entire hospitalization.       The definition Global.HospitalizationWithObservation groups ED, observation and inpatient encounters into a hospitalization. It looks for an observation that ends within one hour of the start of an inpatient encounter. It then looks for an ED visit that ends within one hour of the start of the observation visit.
