CRP: Add a denominator exception for patients who die

      Brief description of measure
      CMS349: HIV Screening:
      Percentage of patients aged 15-65 at the start of the measurement period who were between 15-65 years old when tested for Human immunodeficiency virus (HIV).

      Description of issue
      ​A recent JIRA inquiry noted that the measure does not currently account for patients who are seen and were ordered the HIV lab test but died before they had the lab test performed.

      The measure developer determined this would be an appropriate denominator exception to incorporate into the measure language and requirements.

      PROPOSED DENOMINATOR EXCEPTION LANGUAGE:
      Patients who die on or before the end of the measurement period.

      PROPOSED LOGIC: Create a new definition and apply it to the 'Denominator Exceptions' Population Criteria:

      define 'Patient Expired'
          exists ( ["Patient Characteristic Expired": "Dead (finding)"] Deceased
              where ToDate(Deceased.expiredDatetime)occurs on or before end of "Measurement Period")

      PROPOSED TERMINOLOGY:
      Add Deceased valueset (OID: 2.16.840.1.113883.3.67.1.101.11.721)

      Rationale for change
      ​This change will account for patients who may have had an HIV lab test ordered and subsequently died prior to receiving the lab test, and result in those patients being removed from the denominator so clinicians are not penalized if they were unable to complete the lab test.
