Incorrect criteria equivalence in Logic and Implementation Guidance v1.3 Appendix C?

      You have identified an issue, but the solution is different than what you propose.

      When doing duration calculations in minutes, seconds are ignored. See Page 50. "The number of minutes between two given dates. Notes: 1. Seconds are not used in the calculation."

      So, the difference between 01:00:59 and 01:01:00 is computed as the difference between 01:00 and 01:01 --> 1 minute.

      When no units are specified, the resolution of minutes is used:
      "calculations should be performed with dates represented with reduced
      accuracy to the minute (date/time truncated to minute prior to calculation, i.e., seconds not used in calculation)."

      The language that states the following equivalence is incorrect.
      • A starts before start of B
      • A > 1 minute(s) starts before start of B

      It should state:
      • A starts before start of B
      • A *> 0* minute(s) starts before start of B

      The two further descriptions should be corrected to state either "more than" in lieu of at least, or changing the operator to >=. In other words "at least" --> ">=", and "greater than" --> ">".

      Description: After Example 4 on p. 51, Appendix C of Clinical Quality eMeasure Logic and Implementation Guidance v1.3 states:

      By defining the unit of comparison as the minute if no unit is included in the logic, this convention effectively renders the following two criterions equivalent:

      • A starts before start of B
      • A > 1 minute(s) starts before start of B

      For the two criteria to be equivalent, shouldn't the second criterion use greater-than-or-equal-to, rather than greater-than?

      Two further comparisons on that page ("A > 1 second(s)" and "A > 1 day(s)") likewise should use >= instead of >.
