issue with OIDs for 19951005 SNOMED code

      Saul is correct, a concept can appear in any number of value sets. A value set is a collection of codes that taken together all are similar in that the measure element referencing the value set doesn't care about the differences each code represents - in essence by putting all the codes in a value set the author is saying, "Any of these will identify what I need to find". In this case the code represents an admission from the ED, which is one of ways that a patient fitting the criteria described by the value set name can be identified. Soon we hope to provide more clarity to the purpose of the value sets, but for now, the name is all we have.

      Please check back with the Value Set Authority Center at https://vsac.nlm.nih.gov/ for improved clarity regarding value sets as we work to gather additional data on the intent and purpose of value sets and codes.

      The SNOMED code 19951005 has 4 different values set OIDs-
      2.16.840.1.113883.3.117.1.7.1.424(Inpatient encounter)
      2.16.840.1.113883.3.117.1.7.1.23(Inpatient encounter)
      2.16.840.1.113883.3.117.1.7.1.295(Decision to Admit to Hospital Inpatient)
      2.16.840.1.113883.3.666.5.3006(Hospital Measures-ED Locations)
      The descripion for all four is different.
      Kindly clarify.
