We would like clarification on the interpretation for Inpatient Encounter for CMS871 v2

      The alias, 'InpatientEncounter' references only those encounters as identified in the "Encounter Inpatient" (2.16.840.1.113883.3.666.5.307) value set. The Global."HospitalizationWithObservation" function allows us to capture time spent in the ED and/or Observation for a patient that is subsequently admitted to inpatient. As long as the transition between the ED and/or Observation encounter(s) and the Inpatient encounter are equal to 1 hour or less, time spent in the ED and/or Observation will be included in the hospitalization timeframe. Therefore, Global."HospitalizationWithObservation"(InpatientEncounter) is referencing those visits that qualify for the "Encounter Inpatient" value set and incorporates qualified time spent in the ED and/or Observation.

      How do we interpret (IP Encounter) in the following statement?  Is this referencing only those visits defined within the IP Encounter   VS 2.16.840.1.113883.3.666.5.307 OR does this refer to the entire HospitalizationWithObservation (Inpatient hospitalizations)
