Diagnosis exclusions don't match intent of measure to look for co-morbid conditions

      The measure intent is to determine if patients undergoing uncomplicated cataract surgery achieve 20/40 visual acuity or better within 90 days follow cataract surgery.
      The conditions identified as co-morbid conditions are such that if they are present before the cataract surgery occurs, they would likely interfere with achieving the 20/40 visual acuity within the 90-day period following the procedure. As such, we have allowed for the timing of the exclusions to occur any time before the start of the procedure.

      The intent of the measure is to exclude patients with co-morbid conditions. But the denominator exclusions look for diagnoses at any time in the patient's history, not just recent history. This does not seem to be equivalent to looking for co-morbidities.
