The “Encounter Inpatient” (OID: 2.16.840.1.113883.3.666.5.307) and "Non-Elective Inpatient Encounter” (OID: 2.16.840.1.113883.3.117.1.7.1.424) value sets contain overlapping clinical concepts but differentiate based on inclusion of elective procedures. As you noted, the “Non-Elective Inpatient Encounter” value set does not include code 8715000, Hospital admission, elective (procedure). This value set is used in hospital stroke measures (CMS71, CMS72, CMS104, and CMS105) where elective procedures would not be considered clinically appropriate for inclusion in the initial population. Other EH/CAH measures use the “Encounter Inpatient” value set to represent instances where elective procedures should be included.

Non-elective Inpatient Encounters include emergency, urgent, and unplanned admissions.
