Redundant logic in denominator exceptions of AMI7a and AMI8a or inconsistant use of logic in denominator exception of AMI10

      Thank you for your question. The “AND NOT” clause in the “Denominator Exceptions” will be updated in CMS60v2/NQF0164 (AMI7a) and CMS53v2/NQF0163 (AMI8a) during the measure maintenance period, removing it to avoid the use of redundant negation clauses against the numerator criteria. This change is consistent with the approach in AMI10. Revised specifications will be available during the next regularly-scheduled measures update.

      In the 2014_eCQM_Measure_Logic_Guidancev13_April2013.pdf it states:

      Denominator Exceptions (DException): A subset of the Denominator. Only those members of the Denominator that are considered for Numerator membership and are not included are considered for membership in the Denominator Exceptions.

      Because of this definition, there should be no need for the numerator logic to be repeated in an AND NOT: condition at the beginning of the denominator exceptions, however, in CMS60v2/NQF0164 (AMI7a) and in CMS53v2/NQF 0163 (AMI8a) you will see the first statement in each denominator exception is the numerator logic in an AND NOT: condition.

      However CMS30v3/NQF0639 does not follow this pattern, it does NOT have the numerator logic in an AND NOT: condition.

      If the definition of a denominator exception is taken literally, there's no reason for the AND NOT: <numerator logic> but if you're going to include that in some measures, it should be consistant usage across measures
