Is an ambulatory EHR expected to support all of the SNOMED codes, even the ones that do not apply to an ambulatory care setting?

      For a measure such as eMeasure 156 (Use of High-Risk Medications in the Elderly) contains

      For the data capture piece, is the expectation that the EHR would capture EVERY CODE in EVERY OR statement? For example, for the "Encounter, Performed: Face-to-Face Interaction" (SNOMED) would an ambulatory EHR be expected to support all of the SNOMED codes, even the ones that do not apply to an ambulatory environment? This seems like an unnecessary coding exercise with no benefit, but we have received conflicting messages on this issue. Examples in this measue are listed below.
