The measure also follows the CMS Measure Management System Blueprint, which indicates that SNOMED CT codes should be used as the clinical vocabulary standard to identify interventions, such as palliative care. However, we appreciate you question and will evaluate whether it would be appropriate to include ICD-10 codes to identify patients receiving palliative care.

    • Patients with a Palliative care order are excluded from the measure. There are also a final coding, Z51.5 “encounter for palliative care”, that indicates patients with palliative care.

      Currently, having the ICD-10 code of Z51.5 “encounter for palliative care” does not exclude the case from Safe Use of Opioids. Will there be a consideration of adding the logic to exclude patients with Z51.5 in their final coding?
