      Thank you for your question about eCQM CMS 9v10 “Exclusive Breast Milk Feeding” and PC-05. The PC-05 Core (chart-based) measure uses the following guidance: If the newborn is admitted to the NICU for observation or transitional care, select allowable value “no”. Transitional care is defined as a stay of 4 hours or less in the NICU. There is no time limit for admission to observation. If the newborn is admitted to the NICU without specifying observation or transitional care, then they would select yes for admission to NICU.

      In the eCQM, NICU is identified by facility location codes in value set "Neonatal Intensive Care Unit (NICU)" (2.16.840.1.113762.1.4.1029.205) and timing is within this inpatient encounter. Therefore, for the eCQM, a newborn is considered in the NICU when the location code is recorded in the EHR. All admissions to the NICU are excluded from the eCQM, regardless of transitional or observational status.

      For the eCQM CMS 9 exclusive breast milk feeding, in the denominator exclusion it has "admitted to the NICU" without any mention of the duration of time spent in the NICU.
      In the PC-05 core measure guidelines there is a note about transitional care with a duration of 4 hours or less, we can say "no" to the NICU question.
      Shouldn't these measures have the same criteria? Or are the eCQM's completely different and have different standards than the core measures?
