2 different valuesets for determining Intravenous Route

      These two value sets are not exactly the same, with 2.16.840.1.113883.3.117.1.7.1.222 being a subset of 2.16.840.1.113883.3.666.5.1108. Therefore the two value sets may not be intended to be identical by the measure stewards and developers. The importance of that difference is something we intend to review with the measure and value set developers. It is our intent to clarify needed distinctions in value sets, and harmonize where possible, in a future annual update. We will review this distinction and confirm it aligns with intent at the next annual update.
