The codes in the "Emergency Department" (2.16.840.1.113883.3.464.1003.101.12.1010) value set are not considered eligible encounters for the denominator. Any codes from the "Office Visit", "Annual Wellness Visit", "Preventive Care Services - Established Office Visit, 18 and Up", "Preventive Care Services-Initial Office Visit, 18 and Up", or "Home Healthcare Services" value sets would be counted towards the measure's denominator.​
