Change QDM from Procedure to Encounter for radiation treatment management

      Brief Description of Measure:

      CMS157: Oncology: Medical and Radiation - Pain Intensity Quantified:
      Percentage of patient visits, regardless of patient age, with a diagnosis of cancer currently receiving chemotherapy or radiation therapy in which pain intensity is quantified

      Description of Issue:

      ​The measure has two populations with different return types, where Population 1 returns an Encounter while Population 2 returns a Procedure.
      It is the intent of the measure steward to capture the clinician-patient encounter component of the radiation treatment management in the Population 2, which is consistent with the guidance provided in the measure.

      Proposed Solution:

      ​The measure steward proposes to update CQL definition 'Radiation Treatment Management During Measurement Period with Cancer Diagnosis' and reclassify Radiation Treatment Management data element from 'Procedure' to 'Encounter'.

      ​The proposed change will align the population basis for both populations of the measure and help clarify that Population 2 intends to capture the clinician-patient encounter component of the radiation treatment management, which is consistent with the guidance provided in the measure.
