      ​​For STK-2/CMS 104, STK3/CMS 71, STK-5/CMS 72, STK-6/CMS 105, VTE-1/CMS 108, VTE-2/CMS 190, ED-2/CMS111, and CMS506v3, the inpatient encounter can begin prior to the measurement period if the encounter ends within 120 days and the discharge date is during the measurement period. We will review the response to CQM-4040 and revise as needed.

      We glanced through the responses provided in CQM-4040 and CQM-4015 we have the following understanding.
      1. CQM-4015 mentions that *Global.Inpatient Encounte*r is satisfied if LOS <= 120 regardless of admission date with only discharge date during Measurement period

      2. In CQM-4040 the example 1 says that the encounter is not included as the admission date is outside of the measurement period even though the discharge date is during Measurement period and LOS <= 120 days.
       
      Kindly clarify which approach is the correct one.
