Thank you for your question about CMS9v9 "Exclusive Breast Milk Feeding." The statement “Excludes concepts that represent breast milk or Sweet-ease and Glucose 40% gel” means that this value set does NOT include any codes for breast milk or Glucose 40% gel. Therefore, a baby who is exclusively breast milk fed during the hospitalization will meet measure numerator, even with Glucose 40% gel.

We need to understand how to capture 40% Glucose gel administered as a medication for exclusion when there is no RxNorm in the value sets provided. There does not appear to be an appropriate code at all to associate to it in any value set.

In the recently updated eCQI DERep there is a section regarding Substance,Administered (image included) that says it excludes Glucose 40% gel, but only lists Glucose as a substance not a medication. Is the fact that there is not a glucose 40% gel value in this value set an indication that the glucose gel is excluded by virtue of NOT having an appropriate code? If I am mistaken can you please clarify HOW we are to capture Glucose 40% gel for exclusion? We need this information in order to advise participants within our customer base how to capture this data element.
