CMS 117 has inconsistent intervals (part 2)

      Thank you for your question about the "First Two Years" interval for CMS117v10 “Childhood Immunization Status”. The intent is to look for a vaccine to be completed anytime from the patient's birthdate up to their second birthday. Thank you for bringing this to our attention. We did find an issue where the interval is not counting date level precision after their 2nd birthday as we expected. We are investigating the root of the problem and may revise measure logic in the next annual update.

      I wrote CQM-4681 for statements "Vaccine Administration Interval - 42 Days up to 2 Years Old" and "Vaccine Administration Interval - 180 Days up to 2 Years Old". In addition to those two statements, "First Two Years" also has this issue.

      For example, "Polio Numerator Inclusion Conditions" uses the "In" operator without a precision. If the PolioConditions starts on the patient's birthday and has a precision finer than day precision, it is not counted for the numerator.
