This query is regarding the CMS2v10 measure "Preventive Care and Screening: Screening for Depression and Follow-Up Plan " specifications (

Denominator Exclusions
exists "History of Bipolar or Depression Diagnosis Before Qualifying Encounter"
However the CQL logic mentions that :
"DiagnosisBipolarorDepression.prevalencePeriod starts before QualifyingEncounter.relevantPeriod".
Ask:
1. Does this mean that even a patient having any historical condition (problem) of bipolar/depression ie., Onset date 10-21-2018 & End Date - 12-06-2019 can be excluded for the current measurement year 2021 ?
2. Whether a Diagnosis documented on a visit (One instance) with Onset & End date on the same day ie., 10-21-2018 (3 years prior to the measurement period) can also be qualified for Denominator exclusion?
Regarding a query raised to CMS QPP desk for CMS2v8 & v9 in 2020 for the same question [Case no CS0890490], we had received a clarification that "A patient diagnosed in 2015 should only be excluded if the diagnosis onset date occurs before the qualifying encounter and if the diagnosis abatement date falls after the qualifying encounter or is missing/blank. If the depression diagnosis is documented as ending before the qualifying encounter, the patient should not be excluded."
Kindly Clarify for the current CMS2v10 criteria interpretation.
