You are correct that the intent of the measure is to assess the most recent depression screening completed either during an eligible encounter or within the 14 days prior to the encounter.

      To confirm, the guidance statement and the numerator statement both identify the timing of the depression screening in relation to the qualifying encounter as "…date of the encounter or up to 14 days prior to the date of the encounter…". There is no statement in the guidance section indicated the screening should occur up to 15 days prior to the date of the encounter (https://ecqi.healthit.gov/sites/default/files/ecqm/measures/CMS2v10.html).

      The measure logic also defines the Most Recent Adolescent Depression Screening referenced in the numerator logic included in the initial inquiry as follows:

      Inquiry:
      We are confused about whether to use the latest screening in the year, even if it is not within 14 days prior to a qualifying encounter or to only look for screening within the 14 days prior to a qualifying encounter. The specification has conflicting language related to this. In the Guidance section, the specification states, “The screening should occur during a qualifying encounter or up to 15 days prior to the date of the qualifying encounter.” However, in the Numerator section of the Logic, the specifications states:

      ( "Patient Age 12 to 16 Years at Start of Measurement Period"
      and ( "Has Most Recent Adolescent Screening Negative"
      or exists "Most Recent Adolescent Screening Positive and Follow Up Provided"
      ))

      Can you provide clarification?
