The measure steward confirmed that the discrepancy was due to the fact that there were two releases of the paper-based specs between the retooling of the measure and the latest eMeasure update – 2012B and 2013A. The updates the vendor is mentioning were part of the 2012B release, as was the addition of prior uterine surgery as an exclusion. While the prior uterine surgery was added to the measure, the additional reasons justifying non-exclusive breast feeding were not. The discrepancy will be resolved in the next release.

      The Maternal Reasons for Not exclusively breast milk feeding an infant are missing two important categories that are included in the parallel Core Measure. A mother’s inability to produce breast milk due to prior surgical intervention and the placement of an infant should be consistent applied in both reporting programs.

      • Previous Breast Surgery (e.g. Mastectomy, implants or previous breast surgery resulting in inability to produce breast milk)
      • Adoption or foster home placement of the newborn

      1.) Please consider the addition of these Maternal Reasons for the April 1, 2013 measure update.
