      The CMS blueprint requires the use of SNOMED for diagnosis codes, and ICD-9 and 10 are identified as transitional code systems. We collaborated with the measure steward, CDC National Center on Birth Defects and Developmental Disabilities, to provide ICD-9/10 codes that were included in the April 2014 annual measure update.

      The hearing screening measure is supposed to capture all live births during the measurement period, by looking for a principal diagnosis that is in the Livebirth ValueSet (oid 2.16.840.1.114222.4.1.214079.1.1.1). However, this ValueSet does not contain ICD9 or ICD10 codes for Live births, only SNOMED codes, hospitals using ICD9 or ICD10 codes would never have any patients qualify for this measure.
