There is a discrepancy between the IPP Logic and the CQL Logic for essential hypertension. Per the guidance, it states "Patients 18-85 years of age who had a visit and diagnosis of essential hypertension overlapping the measurement period." The guidance statement does not reflect what is in the CQL logic which is looking for patients who had a diagnosis of essential hypertension within the first six months of the measurement period or any time prior to the measurement period. Should we following the guidance or CQL logic for essential hypertension? One other finding, on the JIRA Create an issue web page, for 2020 Performance Period EP/EC eCQMs drop down the version for CMS165 shows v9, but it should be v8.
CQL Logic:
Essential Hypertension Diagnosis
["Diagnosis": "Essential Hypertension"] Hypertension
where Hypertension.prevalencePeriod starts 6 months or less on or after start of "Measurement Period"
or Hypertension.prevalencePeriod overlaps before "Measurement Period"
