There are only three "on" objectives: Drug-Drug Drug-Allergy, Clinical decisions support and Drug formulary. These need to be available wherever Certified EHR Technology is deployed. The yes/no objectives involving an action such as generating a list, testing health information exchange, immunization and electronic lab results could generate for any one module.

The drug/drug allergy checking is a Core Set Structural Objective that should be cleared with Travis Broome. Broome, Travis C. (CMS/OEM) <Travis.Broome@cms.hhs.gov>
For clinical quality measures, if the measure criteria is captured in a single certified EHR module, that measure can be reported on.

We are using multiple vendors (modular EHR) to meet the all the measures in Stage 1. When a measure could apply to both an inpatient system and our emergency department system which are both used, do we have to be compliant to the measure in both systems or is compliance in one of the two systems adequate for attesting “Yes” to certain measures. For example; enable drug/drug and drug/allergy checking. Both Inpatient and ED systems have this functionality, both are certified, and both will be used for Meaningful Use Stage 1. Does the setting need to be turned on in both systems or is one system sufficient?
