Which value set do we use? If we use both then one of the other measure calculation will be inaccurate

Issue: ICU Location is being captured by 2 different value sets each using a different vocabulary standard.
PN-6 - uses HL7 vocabulary for ICU Location (Attribute: "Facility location: Hospital Measures-ICU Locations" using "Hospital Measures-ICU Locations HL7 Value Set (2.16.840.1.113883.3.666.5.1083)")
The value for NICU in this HL7 value set are
1039-7 - NICU Level II/III
1040-5 - NICU Level III
Breast Feeding (CMS9v1)- uses Attribute: "Facility location: Hospital Measures-Non-ICU Locations" using "Hospital Measures-Non-ICU Locations HL7 Value Set (2.16.840.1.113883.3.666.5.1084)"
The value for NICU in the SNOMED CT value set is
405269005 - NICU(environment)
Both seem like the same concept.
A hospital EHR, for a patient, will capture the ICU location, using one of the other value set but not both.
If hospital uses HL7 ICU location value set then the Breast Feeding measure will return false for NICU. And if the hospital uses SNOMED CT value for NICU then PN6 measure will be false for NICU.
How should we handle this?
My suggestion is that the Breast Feeding measure be updated to use the HL7 location codes for NICU as provided above.
