      After further review, we would like to amend our answer to provide additional information.
       
      Scenario 1: Measurement Period : 1/1/2019 00:00:00 – 12/31/2019 23:59:59 start of "Measurement Period" - 14 months – 11/1/2017 00:00:00 start of "Measurement Period" - 2 months - 11/1/2018 00:00:00
       
      This scenario is the correct Denominator Identification period for a measurement period of 1/1/2019 00:00:00 12/31/2019 23:59:59.
       
      11/1/2017 00:00:00 is 14 months prior to 1/1/2019 and 11/1/2018 00:00:00 (or effectively 10/31/2018 23:59:59) is two months prior to 1/1/2019. This creates a 12 month (inclusive) Denominator Identification period that starts 14 months prior to 1/1/2019 and ends two months prior to 1/1/2019.
       
      Scenario 2: Measurement Period : 1/1/2019 00:00:00 – 12/31/2019 23:59:59 start of "Measurement Period" - 14 months – 11/1/2017 23:59:59 start of "Measurement Period" - 2 months - 11/1/2018 23:59:59
       
      In order to correctly reflect the Denominator Identification period for this measurement period, which begins at 1/1/2019 00:00:00, Scenario 2 needs include the full day of 11/1/2017 (14 months from the start of the measurement period).
