The Blood Pressure Visit value set is a grouping value set for encounters. We removed all the encounter grouping value sets from the other measures to make it more transparent which value sets are being used for encounters.

Proposed Solution: We will remove this grouping value set and add in the individual value sets for the encounters that should be in the measure.

Rationale: Using the individual value set will increase transparency of which value set is being used for encounters.
