Thank you for your question. The CMS Blueprint for measure development requires certain taxonomies to be used based on the data elements. CMS Blueprint does not allow ICD-10-CM as a terminology for interventions. https://www.cms.gov/Medicare/Quality-Initiatives-Patient-Assessment-Instruments/MMS/MMS-Blueprint.html
Equivalent services can be mapped to the measure's value set. If mapping is done, you should maintain documentation in case of a CMS audit.
