      The current version of the measure does not exclude patients who are blind because previous coding methods were not specific enough to distinguish between individuals who are legally blind but require a retinal exam and those who are completely blind and therefore do not require an exam. However, NCQA is planning to review appropriate methods of excluding individuals who are blind from the measure during the next reevaluation.​

      Patients with a diagnosis of blindness are being included in our measure population and are not getting retinal eye exams because of their blindness. Because these patients don't need and will never get a retinal eye exam, our measure score is lower. Wondering why this measure doesn't allow an exclusion for blindness?
